Parish Council Grants
PAVILIONS
Winterbourne Parish own 2 pavilions at the Recreation Ground in Winterbourne. These are the assets of the Parish Council and as such WPC is required to fully maintain these buildings.
WPC is not required to maintain ‘club rooms’ and those costs fall to the clubs who use them.
e.g. Winterbourne Sports Association may paint the bar and lounge area in the pavilion and would then allocate the cost as 2/3 to the Football Club and 1/3 to the Cricket Club.
Pavilions not owned by Winterbourne Parish can request funding for projects by way of submitting a Grant Application to Winterbourne Parish Council.
GROUNDS
Winterbourne Recreation Field, Hambrook Common and Winterbourne Tennis Courts are not only available to the sports teams but also to anyone in the parish. Dog walkers use the areas and parishioners use the tennis courts. Accordingly, the cost for maintaining these are split between the clubs and the Parish Council. The cricket squares are wholly funded by the clubs as these do not have public use.
TENNIS COURTS
The general repair of the courts, where owned by Winterbourne Parish is shared between the clubs and
the Parish Council unless major resurfacing or fencing is required. As the latter is required to maintain a
WPC asset, 100% would be payable by the Parish Council.
The Tennis Club will advise the Parish Council well in advance when major work is necessary so funds can
be earmarked when the budget is set.
YOUTH ACTIVITIES
Winterbourne Parish Council wish to stimulate the clubs to encourage them to form youth sections which
in turn form the base of the club’s pyramid of teams.
Consequently, the Parish Council will favourably consider to pay the fees charged by outside bodies for
training club players as coaches for youth players. This will also include fees for police
checks. The Parish Council will pay for club members to obtain coaching certificates but not regular fees to
an external coach.
In addition to coaching fees the Parish Council will also reimburse the costs of equipment etc purchased
for youth team members.
For example, for cricket this could be for plastic bats and wickets, for football smaller
footballs and goalmouths and for tennis plastic tennis rackets and smaller size balls.
These contributions do not extend to clothing or costs related to your ‘team’.
WOMEN’S ACTIVITIES
A grant may be given for the initial set up of women’s teams, but once established they
will be treated in the same way as men’s teams.
MAJOR ITEMS OF EQUIPMENT
The purchase of large items of equipment may be purchased by the Sports clubs and the Parish Council
may contribute to those costs. For example a mower used to cut grass for the Recreation
Field or Hambrook Common may generate a 100% grant (maintaining a Parish asset) but a
small mower to cut the cricket wicket only would not receive a grant as this is for 100% use
by the club. Similarly, goal posts and sight screens would not be grant aided.
